Default Three tips for companies that want to optimize PRs for search engines

1/ Think twice. You must write for Robots and Humans. You need to write optimized press release to appeal robots but must also think in priorty to the readers and be creative. An optimized press release is the means, not the end.

2/ Map keywords to the press release like you would map keyword phrases to a web page. Use keywords in the title, sub title and in the body copy of the release.

3/ If possible, create links to your website to click through on the release. Use tracking urls to determine how effective the release is at generating traffic and inquiries.

I think you have given the three key points but still i think the tag making or keywords is the essential one apart from what you have mentioned.
